Un cuña del Partido Liberal que se está transmitiendo con inusitada frecuencia por televisión y radio le recuerda en estos días al país que ellos fueron los gestores de:
1-) La Constitución de 1991
2-) La tutela
3-) La globalización de la economía
Solo nombran esos tres puntos, no se sabe si por falta de tiempo o por que no encontraron nada más para destacar.
Es obvio que dicho comercial de propaganda política citado busca darles un empujón para las elecciones legislativas. En tal medida, pretende que la gente se acuerde de que aún existe ese partido.
Sin embargo, resulta deplorable -por mentiroso- que el comercial se refiera únicamente a esos tres puntos. En lo referente a la Constitución del 91, se debe brindar claridad en que esta empezó a ser una realidad gracias a la Séptima Papeleta, la cual surgió a partir de un movimiento estudiantil en la elección presidencial del 11 de marzo de 1990, que eligió a César Gaviria Trujillo. Sí, el presidente elegido fue liberal, pero no fue una iniciativa de él ni de su partido el querer reformar la Constitución, sino una obligación política adquirida a raíz de los resultados de la Séptima Papeleta.
Segundo, la tutela: este recurso de defensa de los derechos fundamentales quedó estampado en la Constitución de 1991, pero tampoco fue iniciativa exclusiva del Partido Liberal.
En cuanto a la “globalización de la economía”, más bien debe hablarse de la apertura económica, y es inobjetable que esta fue puesta en marcha durante el gobierno “neoliberal” de Gaviria. Ahora bien, la apertura solo sirvió para demostrar que el sector industrial no estaba preparado para enfrentar este modelo, ya que se requería el fortalecimiento de la capacidad productiva nacional, de sistemas de mercadeo moderno, de estrategias que permitieran aumentar la productividad y la competitividad interna y externa, así como de una base productiva eficiente y dinámica que permitiera consolidar el mercado interno.
Lo que a partir de ahí se pudo evidenciar fue que faltó contar con el apoyo del Estado, para lograr que expansión del sector industrial fuera algo viable. El asunto de fondo es que ni siquiera se contaba con una adecuada infraestructura en carreteras, puertos y aeropuertos, recursos de los que aún se sigue adoleciendo.
Por eso no se entiende cómo el comercial de un partido que afirma ser el principal del país, resalta tres aspectos que parecen más bien rebuscados. Además, ¿por qué un partido que existe desde 1848 solo destaca tres iniciativas, todas ocurridas entre 1990 y 1994, durante un solo periodo presidencial, el de César Gaviria? ¿Será acaso por qué él es su actual director nacional…?
¿O sea que los demás expresidentes liberales no hicieron ni dejaron nada perdurable, como para que fuera meritorio de ser incluido en ese comercial de propaganda política?
Justamente hace un año el Partido Liberal atravesó por una delicada crisis cuando algunos de sus más importantes dirigentes abandonaron las toldas rojas, en lo que se conoció como la “renunciatón”. Entre ellos estuvieron Juan Fernando Cristo, Cecilia López, Ramiro Bejarano, Yesid Reyes y Guillermo Rivera, entre otros.
El próximo 27 de octubre el liberalismo se juega sus restos, pues le corresponde demostrar si aún tiene influencia y “huestes” electorales. Por ese partido son candidatos a diferentes corporaciones un total de 13.300 militantes suyos, y es de esperar que esto los muestra ganadores en algunos departamentos y ciudades. En las pasadas elecciones obtuvieron 10 gobernaciones, que actúan como cifra comparativa para saber de ahí en adelante con qué tanta fuerza política y electoral cuenta.
De modo que este domingo el mismísimo César Gaviria Trujillo se estará jugando su cabeza como máxima autoridad de su partido, y se sabrá entonces si de algo le sirvió el comercial que exalta tres supuestas ejecutorias suyas, o si los resultados solo servirán para poner “rojo” de la vergüenza a más de un liberal…
NOTA BENE: En repetidas ocasiones un reportero de El Unicornio tocó a las puertas de la oficina de Prensa del Partido Liberal para que nos facilitaran una copia de la cuña política aquí mencionada, pero no la quisieron suministrar.
