En medio de la gravísima crisis social y de salud que se cierne sobre el país como consecuencia del avance del Covid-19, el Gobierno Nacional expidió el 22 de marzo el decreto 444, que ha generado el rechazo airado de las autoridades territoriales y de amplísimos sectores sociales y políticos. Este decreto se presenta en el marco del Estado Emergencia Económica, Social y Ecológica, decretado hace una semana por el gobierno nacional, con el objetivo de obtener los recursos necesarios para afrontar la crisis.
Por medio del nuevo decreto, se crea el Fondo de Mitigación de Emergencias, FOME, y se dispone financiarlo tomando recursos de dos instituciones para los territorios: el Fondo de Ahorro y Estabilización-FAE del Sistema General de Regalías y el Fondo Nacional de Pensiones de las Entidades Territoriales-FONPET. Al decretar cómo se usarán estos recursos, el artículo 4 señala que servirán para “efectuar operaciones de apoyo de liquidez transitoria al sector financiero a través de transferencias temporal de valores, depósitos s plazo, entre otras”.
Frente a esta situación, la Asociación Colombia de Economía Crítica-ACECRI, se permite manifestar lo siguiente:
No se justifica de ninguna manera que estos fondos territoriales sean apropiados por el Gobierno Nacional para financiar al sector financiero o privado. Para esto está el Banco de la República, cuya Junta Directiva aprobó liberar 23,5 billones de pesos para darle liquidez a la banca comercial, además de ofrecerle cobertura para que se protejan frente a la volatilidad de la tasa de cambio.
Con este decreto queda claro lo siguiente:
- Los recursos van a quedar en manos del poderosísimo sector financiero del país, manejado por el grupo Aval y demás socios.
- Se despoja a las entidades territoriales de unos recursos para que ellas puedan atender la calamidad proveniente del Covid 19 y la crisis económica que se viene dando.
- El gobierno nacional puede obtener recursos a través de otras medidas extraordinarias como endeudamiento, emisión monetaria, pedir reestructurar deuda externa o no pago durante un tiempo, reducción de gastos de viajes, propaganda, asesorías e inversiones no prioritarias.
- No solamente hay que defender al sector productivo, que es esencial, sino que hay pensar primero que todo en los colombianos, por su supervivencia como seres humanos, y, además, porque sin plata no hay demanda para que la economía se hunda.
Las prioridades del Fondo de Mitigación de Emergencias-FOME deben ser, entre otras:
- Ampliar y fortalecer la red hospitalaria, en particular la dotación de las Unidades de Cuidados Intensivos-UCI; 2) garantizar el ingreso mínimo vital a quienes viven de la informalidad y se han visto obligados a dejar su trabajo como consecuencia del confinamiento forzado; 3) ayudar a la clase media, que como resultado de la crisis muchos han sido despedidos o reducidas sus jornadas de trabajo.
