El régimen democrático en Colombia se caracteriza por ser formal, procedimental y por estar atado, con inusitada fuerza, al clientelismo. En esas condiciones, la democracia colombiana deviene restringida y sujeta a las dinámicas y al poder clientelar acumulado por los Partidos Políticos cuando logran, en elecciones, “hacerse con el Estado” en los ámbitos local, regional y nacional.

El clientelismo, como práctica, está anclado a una débil ciudadanía, que en sí misma es fruto de condiciones de marginalidad de millones de ciudadanos que se ven obligados a “vender” su voto, a cambio de migajas que las campañas políticas suelen entregar en escenarios electorales. A la marginalidad se suman factores como la “pobreza cultural y política” de esos mismos millones ciudadanos que, cada cuatro años, se ven obligados a negociar su derecho a elegir, para recibir a cambio una beca, un bulto de cemento, un pollo asado o unas tejas.

Huelga decir que la “pobreza cultural y política” no solo la exhiben los excluidos. Por el contrario, miembros de la élite empresarial y de las familias más prestantes de Colombia, cada cuatro años confirman que esa característica o condición no es exclusiva de la población marginada. Ser <<pobres cultural y políticamente>> es el resultado de la incapacidad demostrada por estos privilegiados, de conducir la Nación hacia estadios de modernidad y por esa vía, hacer posible lo que Chantal Mouffe llama profundizar la democracia.

Pluralismo, deliberación, interés por asuntos públicos, control ciudadano de la función pública; discusión de políticas públicas y prácticas contra hegemónicas,  son algunas de las características y los valores de la democracia y del régimen democrático que las haga viables y posibles como forma de gobierno; una vez establecidas como regla general, es  posible tomar prudente distancia de las ataduras morales y éticas que acompañan a las democracias liberales de tiempo atrás.

Dadas las condiciones que impuso la actual pandemia por el covid19 y las que acompañan la declaratoria de Emergencia social, económica y sanitaria decretada por el Gobierno de Iván Duque Márquez (2018-2022), la democracia colombiana está sometida a la voluntad de un mandatario que, inspirado en un incontrastable presidencialismo, desechó al Legislativo y en particular a la Oposición.

Baste con señalar que desde las mismas huestes del partido de gobierno se proponen medidas excepcionales, conducentes a anular los pesos y los contrapesos de la democracia. “Que el presidente intervenga el Congreso”, propuso el Representante a la Cámara, por el Centro Democrático, César Eugenio Martínez Restrepo. Al exhibir su empobrecido talante democrático y su defectuoso sentido de la política, este operador político antioqueño señaló que lademocracia no puede ser un obstáculo para enfrentar la crisis”. Detrás de su falaz argumento se esconde su animadversión por el control político, la deliberación y la pluralidad en el pensamiento. Un sentimiento muy propio de dictadores.


«Que el presidente intervenga el Congreso”, propuso el Representante a la Cámara, por el Centro Democrático, César Eugenio Martínez Restrepo.

En el marco de la actual emergencia, el presidente Duque se encontró con el mejor escenario político para acercarse al talante autocrático de su mentor, el expresidente Álvaro Uribe Vélez. Eso sí, con algunas diferencias que es necesario precisar: la primera, que su popularidad es baja, en mayor medida porque no tiene el carisma del hijo de Salgar y porque en varios sectores de la opinión calificada, se identifica a Duque con la condición de subpresidente; la segunda, que no estamos en los tiempos del unanimismo político e ideológico que la Gran Prensa bogotana ayudó a consolidar, una vez decidieron las empresas mediáticas y los periodistas cerrar filas en torno a la política de seguridad democrática y en general, a las actuaciones y al carácter autocrático, megalómano y mesiánico del jefe único del Centro Democrático; y la tercera diferencia tiene que ver con el despertar de cientos de miles de ciudadanos que hoy se sienten engañados y maltratados por el actual Gobierno.
El malestar social y político que viene labrando Iván Duque muy seguramente seguirá creciendo en la medida en que los más marginados y aquellos pequeños propietarios de micro empresas y empresas medianas, comprendan que las decisiones económicas adoptadas por el Presidente de la República, en el marco de esta pandemia, solo buscan beneficiar a los banqueros Sarmiento y Gilinsky, en ese estricto orden.

Al exabrupto propuesto por Martínez Restrepo, se suma el del senador por el CD, Edward Rodríguez, quien propuso destinar recursos económicos de la implementación del Acuerdo de Paz de La Habana, para atender las necesidades en salud pública.

Y mientras Duque y sus ministros siguen actuando sin mayor control político por parte del Congreso, y esta corporación no legisla, las cabezas visibles de la Fiscalía, Contraloría y Procuraduría juegan a querer comportarse como “felinos» hambrientos que van tras las ratas (léase, corruptos) que no entraron en cuarentena y que vienen haciendo fiestas con los recursos fiscales.

En medio de semejante panorama solo falta que un chafarote amigo del Gobierno salga a gritar: ¡aquí, aplanando la democracia, maestro¡ Y no es de extrañar, porque ya agentes castrenses le contestaron a Fernando Carrillo que la compra de tapabocas para la tropa era un “asunto secreto”.
