No hay que perder tiempo, la situación es crítica para millones de colombianos y el gobierno prefiere ayudar a los bancos y a las grandes empresas y quitarles recursos a las regiones.
Son tiempos de guerra, como dice el presidente Emmanuel Macron de Francia. En estos tiempos los dogmas desaparecen.
En todas partes están adoptando medidas audaces y heterodoxas, en Estados Unidos, Argentina, Venezuela, Europa, Canadá, que rompen los esquemas ortodoxos. Se trata de bombear recursos a la economía. La Unión Europea ya decidió que los Estados deben gastar y olvidarse de los límites establecidos sobre el déficit fiscal y el endeudamiento. Fracasó definitivamente el neoliberalismo, aquí no se dan cuenta.
Atrás quedan los mitos del déficit fiscal, de los límites al endeudamiento, de la obsesión por la inflación. Se trata de salvar vidas y al sector productivo.
¿Qué hacer? Propongo:
- Aumentar el gasto fiscal en por lo menos 50 billones.
- Dar una renta a todos los ciudadanos de los estratos 1, 2, 3 y 4 para atender necesidades básicas y pagos esenciales, por ejemplo 500.000 pesos como un bono del Estado.
- Suspender los pagos de los servicios públicos, especialmente luz, agua y gas para los estratos 1, 2, 3 y 4, estableciendo mínimos vitales gratis.
- Suspender o demorar pagos de arriendos.
- Invertir rápidamente en el sector salud con camas, equipos de todo tipo, como respiratorios, kits de pruebas de coronavirus, adoptar sitios para que sirvan de atención a pacientes, dar medicinas y atención gratuita, e iniciar la construcción de nuevos hospitales públicos con técnicas modernas como en China.
- Mejorar todos los hospitales públicos municipales.
- Parar pagos de deudas.
Los recursos se obtendrían de:
- Aumentar el gasto fiscal con emisión, endeudamiento, compra del Banco de la República de Tes del gobierno, disminuir gasto militar (buscar urgentemente una negociación con el ELN) cero propaganda, cero viajes de funcionarios, aumentar impuestos a los ricos y a las grandes empresas, eliminar subsidios, decretar impuestos a la remisión de utilidades de empresas al exterior, aumentar impuesto de herencia y a las utilidades de las empresas distribuidas, reversar la reforma tributaria. Contrario al Gobierno, no utilizar los ahorros de las regiones para los bancos y las grandes empresas, sino para la gente. Gobierno, entienda, lo importante es la gente, no las ganancias de los bancos.
El neoliberalismo nos metió en esta tragedia. Se requiere un nuevo equipo económico, comenzando con el ministro de Hacienda, el extremista neoliberal Carrasquilla. Se necesita un verdadero revolcón. Con los neoliberales no se llegará a ningún lado, tratarán de sabotear todo tipo de medidas que no vaya con sus esquemas fracasados, es decir, con sus dogmas fuera de lugar. Ejemplo, ese señor Santiago Montenegro, que dice que lo que necesitamos es más globalización, él, el defensor de la privatización de todo, el que quiere eliminar o reducir al mínimo a Colpensiones, siguiendo las instrucciones de sus jefes.
Hay que fortalecer al Estado, eliminar las privatizaciones, prohibirlas. Y eliminar la Ley 100 de salud, acabar con la salud con criterio privado, fortalecer hospitales públicos eliminando a los gerentes políticos corruptos.
Es hora de un cambio radical del modelo, está de por medio la supervivencia de Colombia como un país que debe defender a sus ciudadanos, y no a unos pocos banqueros, gremialistas y superricos.
Lo importante es el hombre, el ser humano, no las ganancias.
El Estado es hoy la solución, no los neoliberales. Estos son los responsables de lo que pasa en Colombia y en el mundo.
